Import Control System (ICS2)
Notice for Compliance with the Import Control System 2 (ICS2)

We would like to inform you of the forthcoming Phase 3 implementation of the new Import Control System 2 (ICS2) within the European Union (EU). ICS2 is an electronic security screening system conducted by customs authorities before goods arrive in the EU. To comply with this regulation, additional advance information must be provided to the authorities through an Entry Summary Declaration (ENS). Phase 3 will primarily affect stakeholders engaged in maritime transport.

ICS2 introduces more efficient and effective EU customs security and safety capabilities that will cover the following points:

• Increase protection of EU citizens and the internal market against security and safety threats.
• Allow EU Customs authorities to better identify high-risk consignments and intervene at the most appropriate point in supply chain.
• Support proportionate, targeted customs measures at the external borders in crisis response scenarios.
• Facilitate cross-border clearance for the legitimate trade.
• Simplify the exchange of information between Economic Operators (EOs) and EU Customs Authorities.

 

The specific compliance requests are as follows:

Affected Cargo: All cargo destined for the EU, Switzerland, Norway, and Northern Ireland.
Effective from 1st October 2024; the implementation is mandatory for all cargo arriving into the EU.

Compliance Requests
  • Ensure that the Consignee field includes the EORI number* of the business entity.
  • Declare the “Consignee’s EORI number” and “Seller/Buyer information” to the authorities at least 4 hours before port arrival.
  • Declare the “Consignee’s EORI number” to our company (to be included in the Shipping Instruction).

 

*EORI Number: Economic Operators Registration and Identification Number. An identification number for businesses that import or export goods into or out of the EU*

Non-Compliance
  • EU customs may reject ENS declarations for lack of complete data
  • This could lead to your shipment(s) being held at EU ports
  • Delays in clearing shipments
  • Possible administrative sanctions for non-compliance
  • Costs incurred by the carrier for indadequate declaration of good, shall be for the account of the customer

 

Please be aware that if there are inaccuracies in the declared data or if the declaration is not made by the deadline, it may result in delays in collecting the cargo at EU customs.
